First African Tesla Factory and SpaceX Assembly Line in Morocco

Introduction

The American companies “Tesla, Inc.”[1](known as Tesla) and “Space Exploration Technologies Corp.”[2] (known as SpaceX) are presently leading a worldwide radical change on both automotive, and space industry, which will contribute to progress on how humans do Economics, via expanding it beyond planet Earth; which would mean that being an early contributor –as a juxtaposition of early adopter- to the change these two companies are leading has a significant economical and political incentive. In that regard, it is suggested that the North African country Morocco may be an optimal contributor to the change these companies push for in the MENA region.

Although Morocco is still relatively a developing country, it is living an ever growing progress in all fields[3] [4] [5], from one part he increasingly hosts new foreign companies and industries[6] [7], and from the other hand, he never stops gaining leverage on his legitimate political cases and territorial rights. All of that with the minimum explicit economical or geopolitical conflict & destabilization in the whole region. Moreover, Morocco’s inner and outer diverse Geography & Anthropology makes it a fertile land for creation, recreation, and learning.

As so, there will be a representation of some of the most compelling reasons to why those in charge of Tesla and SpaceX should consider Morocco as a candidate for the next direction to construct a new Tesla factory, and potentially the first future destination to make a SpaceX assembly line outside USA.

1.          Politically

Although stability may be seen relative[8] [9], the speculative nature of human structures is a given in all countries. As so, many of the major leading countries in economics, politics, and military agrees that Morocco is very politically stable[10] [11] [12], it’s also ideologically closer to the west[13] [14] [15] [16] [17] that many countries in the Muslim world in general, and the MENA region in specific; which make it a good place for foreign investing and for creating new opportunities with few regulations and better chances of market & influence infiltration to realize wanted objectives!

2.          Economically

Morocco has important Economical programs (e.g. The 2014-2020 Industrial Acceleration Strategy) that have the goal of developing some big industries that also are crucial to the manufacturing of Tesla’s cars, batteries, and solar panels. Those industries include fields like mining[18] [19] [20], renewable energy, automotive, aerospace, cabling, textiles, and pharmaceuticals[21].

Morocco aims also at the establishment of a good economic performance, the encouragement of private and intellectual property[22] [23] [24], the low-cost of land & labor, and the taxation exempts Moroccan government adheres to. All of this can facilitate the coming of foreign and multinational companies that will make Morocco the African continent’s hub and port to big industries[25]. In fact, for these kinds of reasons that Morocco has a Free Trade Agreement with the U.S. –among all the other African countries- that benefits the latter greatly[26] [27] [28] [29] [30]. Not to mention that Morocco actually already has a lot of outsourced labor from European and Asian car companies[31], and they profit from these facilitations too.

3.          Diplomatically

Morocco had positive relations with USA for over two centuries along many instances of political, economical, and military alliances[32] [33] [34] and also USA’s implicit siding with Morocco’s historical & legal sovereignty and interests too, such as when then U.S. secretary of State Dr. Henry Kissinger defended Morocco’s legitimate territorial rights in front of then Algeria’s Minister of Foreign Affairs Abdelaziz Bouteflika[35].

This seem to imply easing any of SpaceX’s initiatives to approach the U.S. military (or the federal government) for a negotiation permission with the Moroccan State about the manufacturing or assembling of SpaceX’s rockets in Morocco.

4.          Militarily

Aside from the historically strong military relations Morocco had with USA[36]  [37] [38], the 10-year military cooperation treaty between Morocco and USA[a] [39] may theoretically be put into good use by SpaceX and the military to get out of the federal restriction on SpaceX[40] and have its rockets built or/and assembled in Morocco after a suitable arrangement with the Moroccan State.

5.          Geographically

Morocco is the commercial port & geographical center to Europe, Africa, and west Asia[41] [42]  [43] [44]. Moreover, the Moroccan desert isn’t doesn’t lack human settlements, as it has pockets of populations similar to what would be on Mars, thus Mars’s environment can be simulated there; plus the possibility of learning some of the surviving techniques in such environment that can be learned, mainly from its native inhabitants who lived there for thousands of years. Furthermore, having a desert will be suitable for Tesla to make photovoltaic power stations and other types of solar energy plants. Morocco has actually the world's largest concentrated solar power plant[45] [46] to generate over 500 MW[47]. It also has one of the major waters fishing areas[48] [Figure 1] that can be used to provide for a though & rich training area on micro gravity & basic surviving environment in underwater capsules to stimuli the future travelers senses via simulating the environment they will be facing in the future.

Perhaps the Mars trainees can even theoretically go to Morocco’s nearby international waters –and national too- and make in its underwater a new “pseudo” colony or “pseudo” country to simulate how a possible political system can thrive in Mars[b]. In exchange, Morocco will have a new “pseudo”country/colony it trusts in its coast side, which will grant it more security –even if it’s not a long term settlement- by avoiding it outside political or non political threats, e.g. illegal fishers. Such situation will be even more sovereignly profitable for Morocco if it was a “pseudo”-colony under the ruling of USA’s federal government[c].

6.          Astronomically

South Morocco is the west of the Sahara desert, and just like the rest of the Sahara desert, it has a minor population and minor industrial activity, thus has a low light pollution[49]. It also has a diverse & good highlands and flatlands, making it a place good for stargazing and sky watching[50] [51], which would be optimal for research & development.

7.          Judicially

Morocco is the African leading country on space affairs[52]. For instance, it was one of the first African countries that have joined United Nations Committee on the Peaceful Uses of Outer Space (UNCOPUOS) in 1961 and actively participate in it since 1992[53], he is a party of the Outer Space Treaty[54] [55] [56] in accession since its 1967 start[57] [58] [59] [60] [61] [62], and he took part -with only a dozen countries at the beginning- in the Moon Agreement/treaty[63] [64] [65] [66] [67] that he signed since its start in 1979 to 1980 and ratified in 1993[68] [69] [70]. Not only that, but Morocco is one of the few countries that had ratified all of the principal United Nations outer space treaties[71] [72]: the 1967 Outer Space Treaty (in 1967), the 1968 Rescue Agreement (in 1970), the 1972 Liability Convention (in 1983), the 1975 Registration Convention (in 2012), and the 1979 Moon Agreement (in 1993).

Hence Morocco is coming upfront its legal official formalized interests in space, and willingness to welcome any space initiation, project, and program under the umbrella of international laws.

And as a developing country with few national regulations on many of the regulated fields in the developed countries, Morocco can be an important attractor of large corporations that offers employment to Moroccan citizens in exchange for their cheap labor.

All of this adds to the possibility of Morocco’s space prosperity, and the present paper is a primordial view into that possibility through the suggestion of Morocco to host the manufacturing and/or assembling of SpaceX’s rocket fleets.

8.          Privacy Related

Although the UN raised its concerns about facial recognition technology on the 24th of June 2020[73] [74], Morocco is one of the only countries –next to Belgium and Luxembourg- that actually banned implementation of facial recognition technology worldwide[75] [76] [77]. Precisely, the Moroccan data protection authority announced its temporary facial-recognition ban since August 2019 eve (before the UN raised its concerns[78] [79] [80]) in the form of a 7 months moratorium that started from September the 2nd, 2019 [81] [82], but then was afterward extended to the end of 2020 [83].

These kind of decisions came from Morocco’s progressive initiatives to prioritize individual and civilians’ privacy[d], which is a positive output for companies that are interested in stealth mode research & development; for example a one person company (also known as Sole Proprietorship in the US [84] [85]) can be created to start such projects [86].

9.          Results

Based on the aforementioned reasons, and using a non comparative synthetic method, it do seems that amongst the other African countries, Morocco will be the optimal choice for Tesla and SpaceX companies to set a future branch when they want to enter the African market.

10.      Discussion

It has been shown through this paper how Morocco has a lot of grounded factors that make it a great candidate to host Tesla and SpaceX companies: (i) whether they are political and diplomatic factors that will ease to Morocco communicating with USA’s officials (thus the two companies); (ii) the natural strategic geographic location factor of Morocco that will make producing, selling and shipping of Tesla and SpaceX products cost-effective (and also to simulate Mars’s and outer space’s environment); (iii) Astronomical factors in the form of the low light pollution in Morocco’s south for better future research & development; (iv) the Moroccan judicial system concerning its vision towards space and the intention of easing regulations for large companies to have them in the country and provide employment; (v) and finally Morocco’s privacy actions that will potentially allow for more liberty to both physical and corporate persons.

And as framed before, these factors aren’t unique to Morocco nor is it necessarily ranking best at some of them, but it happens that Morocco has them all intersected in one land mass. That is why Morocco would be one of the best candidates to have these ever growing companies hosted in its territories.

Conclusion

It can be concluded that for Morocco to succeed at hosting Tesla and SpaceX, the country should first be aware of this possibility, and then act on it fast due to time limitations some of these crucial factors has or can have, mainly the Military factor who’s only a 10-year military cooperation agreement (2020-2030)[87].

This paper is mainly a white paper-like normative paper; not only because it opted for a synthetic approach in researching instead of a comparative one (mainly because of the aim of the paper and the question it tried to answer), but also due to the existing information asymmetry between the paper’s author, and the publically inaccessibility bodies of relations & information both nation/civil states and the corporate persons have. Thus the present paper is a first step research attempt to better & deeper further modeling studies of the Political, Economical, Social, Judicial, and Environmental circumstances the paper was based on; all in the favor of creating a future integral comparative results study to determine the feasibility or non feasibility of our suggestion and act on those results accordingly by the experts, executives, public policy makers, and projects technicians of the Economical, Political, Judicial, and Environmental spheres.
